Phase 2: Creating a Bridge to Stability
Safety is the first step. But for many families, the next question is just as difficult: Where do we go from here?
Through HOME-ARP funding from the Texas Department of Housing and Community Affairs, we are working to add non-congregate shelter in Phase 2 of the Family Justice Center, providing families with greater privacy, independence, and stability while they work toward permanent housing.
For survivors leaving violence, finding an affordable home can be one of the biggest barriers to long-term stability. Safe housing options are limited, affordable housing can be difficult to find, and families may need more time than emergency shelter can provide before permanent housing becomes available.
Phase 2 is designed to help fill that gap. Non-congregate shelter will provide families with their own living space while remaining connected to the services and support of the Family Justice Center. It creates breathing room: time to find housing, build financial stability, address legal and other needs, and make decisions about what comes next.
DCFOF continues to work through the HOME-ARP process with TDHCA to move this phase forward.
Because reaching safety matters. Having the time and space to build a stable future matters, too.
