Denton County Friends of the Family Issues Request for Proposals for Rehabilitation of Woodthrush Transitional Housing Site

 

DENTON, Texas – Denton County Friends of the Family (DCFOF) announced today the release of a formal Request for Proposals (RFP) for the rehabilitation of its Woodthrush Transitional Housing property located at 3304 Woodthrush, Denton, Texas. The project is funded through a combination of unrestricted grant funds from the Swalm Foundation and the City of Denton’s Community Development Block Grant (CDBG) program.

This rehabilitation project is a key component of DCFOF’s continued work to expand safe, stable, and accessible housing options for survivors of domestic violence and sexual assault. The organization is seeking qualified and experienced contractors to submit Competitive Sealed Bids, consistent with 2 CFR 200.320(b)(1), for a firm, fixed-price contract.

 

Project Scope
The Woodthrush Rehabilitation Project includes improvements across four primary scopes of work:

 

Electrical Systems

  • Installing required bedroom circuits and alarms;
  • Adding GFCI outlets per NEC standards;
  • Replacing all interior and exterior light fixtures;
  • Coordinating inspections and final electrical sign-offs.

General Construction & Accessibility

  • Reconfiguring two bathrooms for accessibility;
  • Widening interior doors and installing threshold ramps;
  • Installing rated attic stairs;
  • Upgrading kitchen cabinets, countertop, sink, and fixtures;
  • Re-texturing and repainting living areas;
  • Completing all permitting, inspections, and site cleanup.

Plumbing & Sewer

  • Replacing and setting plumbing fixtures;
  • Installing new water and drain lines;
  • Replacing approximately 50 LF of sewer line to the street;
  • Completing required testing, inspections, and City coordination.

Windows, Flooring & Insulation

  • Installing new Low-E vinyl windows;
  • Installing approximately 1,000 SF of vinyl flooring;
  • Floating concrete as needed;
  • Bringing attic insulation to R-38.

Mandatory Qualifications
Interested contractors must provide evidence of licensure, insurance, recent project experience, and references. Bidders may also indicate any materials or labor they wish to donate or discount.

Denton County Friends of the Family Issues RFP for HOME-ARP Non-Congregate Shelter Consultant

 

DENTON, TEXAS — December 10, 2025 — Denton County Friends of the Family (DCFOF) has officially released a Request for Proposals (RFP) seeking a qualified consultant to support the development and submission of a federal grant application for a trauma-informed Non-Congregate Shelter (NCS). This project is made possible through the organization’s recent award of Nonprofit Capacity Building/Operating (NCO) funds under the U.S. Department of Housing and Urban Development’s HOME-American Rescue Plan (HOME-ARP) Program.

 

The selected consultant will provide comprehensive support in the following areas:

  • NCS grant application development and submission
  • Compliance with HUD and TDHCA regulations, including 2 CFR Part 200 and 24 CFR Part 92
  • Project readiness documentation
  • Strategic advising on trauma-informed service design
  • Development of internal systems to support post-award implementation and sustainability

This effort is part of DCFOF’s broader plan to establish a Family Justice Center campus that includes safe, trauma-informed housing for survivors of domestic violence, sexual assault, and human trafficking.
